FY 2007–08 IT budget allocation process
For the 2007–08 fiscal year, the campus took a major step forward in information technology (IT) activity-based budgeting. Integrated into the annual campus budget call, a new process was used to evaluate IT funding requests.
In April, the CTC (Campus Technology Council), which comprises Associate CIOs that represent constituent groups on campus, evaluated 36 IT funding requests constituting more than $20 million in total need. The CTC found value in each request, however because of limited resources, it was necessary for the CTC to prioritize. In the end, the potential funding recipients recommended by the CTC included both strategically important initiatives as well as proposals which continue critical unfunded IT operations. In turn, campus CIO Shel Waggener used the CTC's evaluations and priorities to inform the funding recommendations he submitted to the Chancellor.
FY 2007–08 IT funding
This year, the Chancellor's budget allocations were primarily awarded as block grants and, for the first time, included a grant to establish an IT Bank funded with $6 million for FY 2007–08. The requests chosen for investment this year reflect a range of integrated technology projects in support of research, teaching and learning, student experience, and administration, that ultimately benefit the campus as a whole. Allocations from the IT Bank for FY 2007–08 have been approved as temporary funding and were awarded to the following overall activities:
Research: $954,000
Teaching and Learning: $1,075,000
Student Experience: $1,600,000
Administration: $796,000
Security and Reliability: $1,145,000
Governance: $180,000

Moving forward
The CTC, the IT Bank, and the IT funding request process represent a new direction for the campus. The CTC's annual review of IT funding requests allows for discussion, with broad campus input represented by the Associate CIOs, of IT efforts that may best benefit the campus as a whole. Over time, this will facilitate a more comprehensive view of campus IT priorities, as well as multiyear needs and trends as they emerge.
